Malta Permanent Residence Program

 

Obtain Permanent Residence Through Property and Government Contributions

The MPRP grants eligible non-EU, non-EEA and non-Swiss nationals permanent residence through property and required payments.

Residence continues subject to program compliance.

About Malta

Malta is an English-speaking EU and Schengen member using the euro, with financial, technology, maritime, tourism and aviation sectors.


Financial Requirements

Applicants must satisfy all of the following:

  • Administrative Fee
    • Non-refundable €60,000 fee for the principal applicant
    • €15,000 on submission; €45,000 after approval
    • €7,500 for certain adult dependants
  • Government Contribution
    • €37,000 non-refundable contribution for either property route
  • Philanthropic Donation
    • €2,000 approved NGO donation

Property Requirement

Applicants must either:

  • Purchase qualifying residential property valued at least €375,000; or
  • Lease qualifying property for at least €14,000 annually

The qualifying property must generally be retained for at least five years.


Approximate Minimum Commitment

Approximate five-year rental-route minimum: €169,000:

  • €60,000 administrative fee
  • €37,000 government contribution
  • €2,000 donation
  • €70,000 minimum rent over five years

Excludes professional, insurance, card, due-diligence and dependant costs.

Approximate purchase-route minimum: €474,000.


Financial-Asset Requirements

The principal applicant must demonstrate either:

  • €500,000 in total assets, including €150,000 in financial assets; or
  • €650,000 in total assets, including €75,000 in financial assets

The required capital must generally be maintained for five years.


Family Eligibility

Eligible dependants may include:

  • A spouse or qualifying partner
  • Children under 18
  • Dependent unmarried children aged 18–28
  • Dependent parents and grandparents
  • Adult children with a qualifying disability

Each dependant must meet eligibility and due-diligence requirements.


Comprehensive Due Diligence

The multi-tiered review includes:

  • Identity, police and security checks
  • Funds, wealth and reputation screening
  • Medical and health insurance review
  • Assessment of relevant donors, benefactors and business associates

Applications must be submitted through a Residency Malta licensed agent.


Application Process

The process generally includes:

  • Appointing a licensed agent and submitting the application and initial fee
  • Due diligence, review and approval in principle
  • Paying remaining fees and the government contribution
  • Purchasing or leasing property and completing donation and insurance requirements
  • Biometrics and issuance of residence documents

Residence and Compliance Requirements

The programme has no prescribed minimum annual stay.

Property, insurance, finances and compliance must be maintained, with annual monitoring for at least five years.


Schengen Travel and Employment

Residence-card holders may travel in the Schengen Area for up to 90 days in any rolling 180-day period.

The program does not automatically grant employment rights; a separate work permit is required where applicable.

The MPRP does not provide automatic or guaranteed citizenship.

Any citizenship application is assessed separately under Maltese law and its residence, eligibility and discretionary naturalization requirements.
